Instructions
Preheat the Oven:
Preheat your oven to 350ยฐF (175ยฐC).
Prepare the Batter:
In a medium bowl, whisk together the flour, granulated sugar, 2 tablespoons cocoa powder, baking powder, and salt.
Stir in the milk, melted butter, and vanilla extract until smooth. Pour the batter into an ungreased 8ร—8 inch baking dish.
Add the Topping:
Sprinkle the brown sugar and 1/4 cup cocoa powder evenly over the batter in the baking dish.
Add Hot Water:
Pour the hot water over the entire mixture. Do not stir.
Bake:
